The H23 error means your Panasonic air conditioner detected a fault with the first indoor heat exchanger temperature sensor. This sensor monitors the temperature of the indoor evaporator coil to regulate cooling and heating performance. When it develops a fault the unit cannot accurately control the refrigerant cycle and stops operating. A qualified technician will need to inspect and replace the sensor.
