The H28 error means your Panasonic air conditioner detected a fault with the first outdoor heat exchanger temperature sensor. This sensor monitors the temperature of the outdoor condenser coil to regulate the refrigerant cycle. When it develops a fault the unit cannot manage the refrigerant cycle safely and stops operating. A qualified technician will need to inspect and replace the sensor.
