The OC or OE error means your Samsung dishwasher detected that the water level inside the tub has exceeded the normal operating limit. This is a safety shutdown to prevent overflow and flooding. The most common cause is a faulty water inlet valve allowing too much water in, or excessive suds from incorrect detergent use.
